Conditions for entry in the register
You can register and be held on the register of the unemployed if you are fit for work, actively seeking and are willing to take up employment, and if:
- you are not in an employment relationship;
- you are not self-employed;
- you are not a partner and manager at the same time in a partnership or limited company;
- you are not both the founder and the manager in an institution;
- you are not insured for pension and disability insurance as a farmer performing an agricultural activity;
- you are not a pensioner;
- you are not a pupil, apprentice, student or adult learner under the age of 26 (except for recipients of unemployment benefits).
We also check whether people meet the conditions for entry in the register of the unemployed using information we obtain from official records held by other institutions.
Where we are not able to obtain ex officio all the information required for the record-keeping you must provide the documentation requested.
Joining the register of the unemployed gives you unemployed person status.
Citizens of EU Member States, EEA and Switzerland
If you are a citizen of a European Union Member State, the European Economic Area – EEA (Norway, Iceland, Liechtenstein) or a citizen of the Swiss Confederation and you wish to register with the Slovenian Employment Service, the same conditions shall apply for registration and keeping on records as for Slovenian citizens.
Under the law, citizens of the EU Member States, of the EEA countries and Swiss nationals have the same rights and obligations as Slovenian citizens.
Non-EU citizens
If you are a national of a country that is not a member of the European Union or the European Economic Area and you are not a national of the Swiss Confederation, you must meet additional legal conditions to be entered in the register of the unemployed.
These also include basic knowledge of the Slovenian language.
Where and how to register?
Register with the local employment office of your choice. It makes sense to choose the office in the area where you will be looking for a job, or the one closest to where you live.
You can apply by filling in an application form to be entered in the register of the unemployed. You can submit the application online or in person.
I am registered as unemployed. Do I have any benefits?
If you are registered in our unemployment register, you are entitled to a number of benefits. These can also be claimed with the Financial Administration of the Republic of Slovenia (FURS) and other public institutions. Here are some key examples.
General Benefits for the Unemployed
- 50% discount on the purchase of the Urbana card (Ljubljana public transport card),
- Free admission to artistic and cultural events subsidized by the state or municipalities,
- Free library membership across Slovenia, etc.
You can also inquire about additional benefits in your local community.
Active Employment Policy Programmes
- Possibility to participate in training, education, and employment programmes (based on prior agreement with your employment counsellor at the Employment Service),
- Possibility of receiving an employment incentive (in addition to salary, for recipients of unemployment benefit who take up full-time employment),
- Possibility of tax reliefs for the employment of certain groups of unemployed persons (employers can claim these through institutions such as FURS and ZPIZ – the Pension and Disability Insurance Institute of Slovenia).
Reimbursement of Job Search Costs
You may claim reimbursement of travel and postal expenses incurred during your active job search (e.g. attending job interviews, sending job applications, responding to referrals from the Employment Service, or participating in other activities from your employment plan).
Rights from Unemployment Insurance
- Unemployment benefit and payment of compulsory social insurance contributions (during the period of receiving the benefit),
- Payment of pension and disability insurance contributions (until the conditions for old-age retirement are met, but no longer than one year after the unemployment benefit entitlement ends).

Financial Exemptions and Reliefs
The Financial Administration of the Republic of Slovenia (FURS) does not offer direct financial benefits exclusively for unemployed persons. However, there are some indirect reliefs and options that may apply under certain conditions:
- If you do not generate taxable income, you are not required to submit an income tax return, except in specific cases (e.g. income from abroad),
- If you receive unemployment benefit, it is taxable, but you may claim a personal tax allowance, which reduces your taxable base.
IMPORTANT!
To claim these benefits, you need a certificate of registration in the unemployment register. You can request it via the PoiščiDelo.si portal or obtain it in person at your local labour office.
