Strengthening cooperation between the employment offices, social work centres, and other stakeholders in the integration into the labour market of the long-term unemployed
The purpose of the project is to ensure a more efficient and effective response to the variety and complexity of the needs of and obstacles faced by the long-term unemployed in entering the labour market.
Project objectives
- Establishing systemic, connected and targeted cooperation between the Employment Service of Slovenia (ESS), the social work centres and other relevant stakeholders in providing timely, coordinated and integrated services to the target group.
- Preparation of proposals for the introduction of certain changes to the related legislation and introduction of a new operating protocol for the integrated treatment of members of the target group in one place.
- Training staff of the related institutions for the implementation of integrated services.
- Pilot implementation of integrated inter-institutional treatment at the Maribor and Ljubljana regional offices: testing the proposals prepared for amendments to legislation, and a proposal for a new protocol, if necessary, can subsequently be refined.

- The long-term unemployed facing complex obstacles.
- Institutions operating in the labour and education markets.
Activities
The ESS, social work centres and other relevant stakeholders will work together in a systematic and coordinated way to ensure timely and integrated services.
In the first part of the project, a new protocol will be prepared to provide the target group with more comprehensive and higher quality treatment.
In the second part of the project, this protocol will be tested in practice and modified as needed to best suit the actual needs and situation.
The basic activities will be:
- Preparation of proposals for legislative amendments.
- Preparation of a protocol for cooperation between institutions (ESS, social work centres) in the joint treatment of users from the target group.
- Training of employees at employment offices and social work centres.
- Pilot implementation of proposed solutions at the Maribor and Ljubljana regional offices.
Duration
From 1 November 2023 to 31 December 2028.

1,200,000 EUR
The project is implemented within the framework of the Operational Programme of the European Cohesion Policy (OP EKP 2021–2027), which is co-financed by the Republic of Slovenia and the European Union from the European Social Fund Plus (ESS+):
- Policy objective 4 – A more social Europe through the implementation of the European Pillar of Social Rights;
- Priority task 6 – Knowledge and skills and a responsive labour market;
- ESO4.2 Specific Objective – Modernising labour market institutions and services to assess and anticipate the skills needs and provide timely and tailored help and support in matching supply and demand, transitions and mobility.
