Organization of Employment Service of Slovenia

Employment Service of Slovenia is an independent legal entity with public institute status. It was founded on the basis of Article 61 of Employment and Unemployment Insurance Act.

As determined by the statute adopted by the Administrative Council of ESS, the main office is situated in Ljubljana, Rožna dolina cesta IX/ 6. Its telephone number is +386 47 90 900.

ESS operates on three levels: the main office, where the management and the head office are located, as well as regional and local offices throughout Slovenia.

Local offices

The basis cells of ESS are the local offices (LOs) which, through direct contact, provide clients with job placements and counselling, implement the rights arising from unemployment insurance, carry out employment programmes, provide vocational guidance for schoolchildren and adults, and deal with scholarships.

Regional ofices

Regional offices (ROs) perform professional and operational tasks in their own areas, monitor and study employment and unemployment trends, and provide advice and professional and operational assistance to LOs, and to commercial entities and other local communities in the area.

Head office

The Head Office (HO) is responsible for a uniform methodology for the professional and operational implementation of the basic activities of ESS. It provides all ESS organizational units with complete information, as well as analytical, legal, personnel, financial, accounting, development and organizational support.

ESS management

The management is responsible for organization, management and expertise in the implementation of Employment and Unemployment Insurance Act, and of other laws and regulations which define the tasks of ESS.

The detailed organization of the management and of the HO, ROs and LOs is laid down by The Rules on Internal Organization, adopted by the Administrative Board of ESS. Along with its own statute, the Rules on Internal Organization are the basic acts of ESS. They define organizational levels, responsibilities and links between organizational units, the assignment of tasks to specific positions, the conditions for filling vacancies, the system of determining the number of staff required, and the coefficients used to calculate the basic wage.

The organizational system is the same for all organizational units throughout ESS, yet it allows for the integration of specific organizational measures by individual ROs. These measures are generally the result of differences in the size and of specific regional features of the area of operation of an organizational unit.

The Rules of Internal Organization emphasize the function of LOs since they represent the first contact between ESS and its clients who are looking for assistance or information. The division of individual organizational units is based on the type and extent of an individual activity, professional relation, interacting functional link and region of the organizational unit.

Administrative Board

Administrative Board (hereinafter: AB) is ESS's management body. It has 13 members representing employers, workers, the Slovenian government and the ESS employees. The four-year term of the incumbment AB began with its formation at the session on 29 October 1996.

 

Workers' Council and ESS trade union

The workers' rights concerned with their labour relations and personnel queries are dealt with by the Workers’ Council according to the statute of the institution. The Workers' Council is linked to ESS trade union.
