New Forms of ESS Service Delivery Project

New Forms of ESS Service Delivery (NFSD) Project aims at increasing the accessibility to services provided by the Employment Service of Slovenia by developing new and by upgrading the existing information communication services, which will contribute to the increased employment of unemployed persons and other job seekers.

NFSD Project is being implemented within "Modernisation of Public Employment Services 2005" programme by which the European Commission is encouraging to the development of public employment services. The Project is international as it involves the partnership of Slovenian and Lithuanian (Lietuvos Darbo Brudža) employment services. It will be carried out in the period from January 2006 to June 2007.

Total value of the planned Project activities amounts to € 183,395, 75 % of which is co-financed by the European Commission.

NFSD is introducing new technology (HTML › XML), new access (transmission of information by SMS messages) and new services (collecting and providing information on job seekers and their CVs, job brokering and reporting on new active employment policy measures. At the same time, the Project contributes to the accessibility to the services provided by the Employment Service and it is developing an electronic version of vacancy notice (e-PD) publication.

Upgrading of the existing services and development of new Employment Service e-services, carried out within NFSD Project, is a transition from the classical operation at the counters to e-operation.

The main NFSD Project objectives aim at two target groups. Inter-institutional operation (PES for PES) concerns creating of a new infrastructure for the exchange of information on human resources among public employment services in the EU (PES) and others; whereas the other group, where the operation of institutions is customer-oriented (PES for customers) concerns the implementation of new forms of service delivery for customers.

The users of services in the first group are public services in the EU, national and local institutions and social partners, web portals and media; the second group of users consists of employers, unemployed persons and other job seekers as well as students.

One of the results of NFSD Project which should be pointed out is a new service of informing unemployed persons about vacancies by SMS messages.

The main objective in the first group is to create a new infrastructure for the exchange of information on human resources among public employment services and other institutions. Specific objectives are as follows: implementation of an up-to-date XML standard for the transmission of vacancy notices (PD) and CVs, and implementation of an appropriate structure, web services and computer application for preparing, receiving and transmission of information.

The main objective in the second group is to implement new forms of service delivery to employers, unemployed persons and other job seekers. Specific objectives are as follows: to implement an application for receiving notified vacancy notices for palmtops and implementation of a web service for the transmission of SMS and e-mail messages, implementation of a web application for recording job vacancies and job seekers' CVs and implementation of web application for reporting by those who implement employment programmes.

Introduction of up-to-date technologies and development of new services, monitoring work processes aiming at continuous improvement and increased accessibility of services and looking for the most effective and most successful work methods, allow for higher quality and accessibility of services and they are the grounds for the renovation of work with customers, provided for also in the Doctrine on working with unemployed persons and employers.

NFSD Project also supports strategic directions and employment objectives at the national and the EU levels, results in important innovations and strengthens the existing way of Employment Service operation.

With its activities the Employment Service directly and indirectly increases employment of the inhabitants of Slovenia by facilitating and updating cooperation with employers, providing help in career development to the users of services, by active promotion of increased mobility of all kinds of labour force in Slovenia; in this way ESS is becoming comparable with the best and the most efficient public services in the EU.
