2003 - Under the aegis of the Italian presidency of
the European Union, a working meeting of directors of Public
Employment Services from the EU Member States and Accession Countries was held
on 10 December 2003 in the Sicilian city of Catania. This traditional meeting was
organised together with the European Commission (Directorate General for Employment
and Social Affairs) by the Italian Public Employment Service. Representing the
Slovenian Employment Service, the Director General, Mr. Jože Glazer, and Mr. Joco
Klopčič from the international cooperation department attended the meeting. Under one of
the main topics of the meeting, “Development of the European Employment Strategy, new
guidelines and EES implications for Public Employment Services. How Public Employment
Services are involved in formulating National Action Plans for Employment”, the Director
General, Mr. Jože Glazer, presented the experience of the Slovenian Employment
Service in drawing up the National Action Plan for Employment for 2004. More information …
10 October 2003 - Within the frame of co-operation between Public Employment
Services from the eight Central European Countries, the workshop "Quality
management - regional and local level" took place in Ankaran, Slovenia, from
8 to 9 October. More than twenty representatives of PES from Austria, Germany,
Slovakia, the Czech Republic, Hungary, Croatia, Poland and Slovenia participated in the
workshop which was jointly organised by the Slovene and Austrian employment services.
The guest expert was Mr. Kristian Bak from the Danish employment service. The main
topic being quality management, the participants focused on the discussion and exchange of
experience and cases of good practice. The basic aim of the workshop was to
contribute to further improvement of PES operation and satisfaction of their customers and
employees. This workshop was the first part of the entire workshop dealing with the
topic of quality management in Public Employment Services. The second part will take place

3 October 2003 - The seminar
to support the twelve Accession and Candidate Countries in implementing the
European Employment Strategy was held at Bled, Slovenia, between 29 September
and 1 October. It was financially supported by the European Commission and
organised by the Swedish Employment Service AMS in collaboration with
the Employment Service of Slovenia. The seminar was focused primarily on the
discussion of questions, exchange of experience and good practice related to the
implementation of the preventative approach as it is defined by the European
Employment Strategy. Mr. Jože Glazer, the Director General of the Slovenian
Employment Service chaired and steered the seminar together with Mr. Donal Sands, the Head
of the Irish Employment Service FAS and Mr. Frank Kavanagh, a representative of the EU
Directorate-General for Employment and Social Affairs. The seminar was the second in a
series of seminars covering the area of employment and labour market with which the
European Commission wishes to help the Accession and Candidate Countries in their preparations
to meet the challenges of the EU membership. More

5 July 2003 - Four representatives of the Flemish Office for Employment and
Vocational Training (VDAB) visited the Employment Service of Slovenia
on 10 - 11 July. Their visit was the first step within the agreed
co-operation between both employment services until May 2004 when Candidate Countries will
become full members of the EU. It was agreed that both employment services would continue
co-operation in the following areas: quality management, commercial services,
co-operation with employers, European Social Fund and European projects. A new
area of co-operation was suggested as well, namely the use of ICT to provide services
for clients. The co-operation of both employment services is part of Twinning
processes under the patronage of the European Commission. The purpose is to
help public employment services from future Member States to meet the challenges of
joining the EU.
18 June 2003
- On 12 June the traditional meeting of Directors General of
Public Employment Services from the EU and Candidate Countries, organised by the European
Commission, was held in Athens, Greece. The meeting was also attended by the
Director General of the Employment Service of Slovenia Mr Jože Glazer.
21 May 2003 - The representatives of the Employment Service of Slovenia – Mrs. Cvetka
Sreš, Mrs. Lučila Hvala and Mrs. Sonja Žmitek Govc – took part in the workshop “The role of public employment
service in enterprise restructuring”, in Dubrovnik, Croatia, from 3 to 5 May
2003. The workshop was organised by the Croatian Employment Service as part of the
co-operation of central European public employment services. Upon the invitation by the
Director General of the Croatian Employment Service, Mrs. Sanja Crnković Pozaič, Mr.
Jože Glazer, the Director General of the Employment Service of Slovenia
participated in the meeting of the management and
regional directors of the Croatian Employment Service which took place in
Dubrovnik at the same time. He presented the development so far and future directions of
the Employment Service of Slovenia in search of appropriate answers to the labour market
challenges and methods to increase the efficiency of work of the Slovene Employment
Service.
14 March 2003 – The
conference of the Euroguidance network was held in Brussels between 5 and 7 March,
2003. The participants were representatives of the National Resource Centres for
Vocational Guidance from 25 European countries. Mr. Alessandro Rinelli and Mr. Marko
Zupančič, the representatives of the Slovene National Resource Centre for Vocational
Guidance which is set up within the Employment Service of the Republic of Slovenia attended
the conference. A new internet portal of the European Commission about learning
opportunities called PLOTEUS (Portal on Learning Opportunities
Throughout the European Space) was presented at the conference. The participants were
informed of the NRCVG annual activity report 2001 – 2002 and the
Guidelines for the Euroguidance network marketing strategies for the 2003 – 2006 period.
They also discussed financing the network which is financially supported by the EU
programme Leonardo da Vinci and the national authorities. The European dimension in
vocational guidance and its connection to lifelong learning and lifelong guidance
was presented at the conference as well.
28 January 2003: As part of the co-operation of Public Employment Services from the
eight Central European countries, a working meeting of the
co-ordinators of international co-operation from these countries was held in
Murska Sobota, Slovenia, on 22 and 23 January 2003. The main purpose of the meeting was to
agree on concrete forms of further co-operation until the end of 2004. The co-operation of
Central European Public Employment Services includes the representatives of the following
countries: Austria, Germany, Croatia, the Czech Republic, Slovakia, Hungary, Poland and
Slovenia.
23 January 2003: From 15 to 17 January, five staff members of the Employment Service
of Slovenia – Mr. Jože Glazer, Director General, Mr. Joco Klopčič, international
co-operation, Mrs. Traudi Omejc Mihalič, quality management, Ms. Mateja Pozvek,
preparation for ESF, and Mrs. Lidija Turel, controlling and internal audit – attended a study visit and a meeting of executives of the
Austrian and Slovenian employment services. The purpose of the visit and the
meeting was to continue regular working contacts between the AMS, Austria, and the
Employment Service of Slovenia (ESS). The subjects discussed included quality management,
internal audit and the European Social Fund. The participants also agreed on further
co-operation both within the frame of the Central European Public Employment Services,
which they both participate in, as well as on their mutual co-operation.
