The simulation game for the European Social Fund in Slovenia

The simulation game, which took place under the auspices of the Phare MOCCA programme from June 18-22, 2000 at the Radenci Health Centre, was also attended by the representatives of regional development agencies, chambers of commerce and chambers of crafts, labour unions, educational institutions, as well as the tourism, farming and food sectors of two selected Slovenian regions, Gorenjska and Pomurje.

The first simulation game was organised in October 1999 for national level players. The aim of this game was to illustrate, on a regional level, the relations between social and economic partners in preparing development documents and in the execution of the programmes and projects of the European Social Fund, from which Slovenia will draw funds once it becomes a full member of the European Union.

The participants in the simulation game were divided into seven working groups, each of them representatives of a specific area. They were acquainted with the priority tasks supported by the ESF and the basic principles of the European structural funds; but, most importantly, they were given the opportunity to experiment with how the partnership should function in practice.

The simulation game has been shown to be an appropriate work method which demands the constant constructive co-operation of all the participants, reveals any gaps or deficiencies, and brings to light possibilities for improving co-operation and for acquiring new knowledge and experience. The group from the Slovenian Employment Service participated very actively. The co-ordination unit expressed satisfaction with its work and gave it a favourable appraisal.
