International workshop "Promoting the Employment of Young People on the Labour Market"

The Employment Service of Slovenia is organising an international workshop "Promoting the Employment of Young People on the Labour Market" between 23 and 24 February 2005 in Ptuj, Slovenia. About thirty representatives of public employment services from Albania, Bosnia and Herzegovina, Croatia, Macedonia, Serbia and Montenegro and Slovenia will take part in the workshop. The event will also be attended by the representatives of the European Commission and the International Labour Organisation (ILO).

The purpose of the workshop is to present the employment issue of young people in the countries of the workshop participants. Moreover, to seek models of possible solutions to these problems and ways of obtaining international funds for their realisation in practice. The workshop is part of the co-operation of public employment services of transitional and EU candidate countries, and Slovenia – a member state of the EU. At the last meeting within this frame of co-operation in Sarajevo in October 2004 the employment issue of young people was identified as one of the key problems of the labour market in the above-mentioned countries.

Taking into consideration the characteristics of individual countries, among the more important issues regarding the employment of young people which will be discussed at the workshop, the following should be mentioned: social exclusion of a relatively high share of young people who do not complete their education, the prolonged period of education in order to avoid unemployment, the lack of skills and working experiences when searching for the first job, the education which is not harmonized with the labour market needs, regional development discrepancies which influence the opportunities to employ young people, and the problem of young, highly educated people leaving the country in order to work abroad.

The workshop will start on Wednesday, 23 February, with the introductory part where Mr Jože Glazer, Director General of the Employment Service of Slovenia, will present the Slovenian labour market. This will be followed by the presentations by Mr Franz Gundacker, a senior adviser of the International Labour Organisation's department for Central and Eastern Europe "Youth (un)employment: Managing the First Transition", and by Ms Mirjana Ule, PhD, a professor of social psychology at the Faculty for Social Sciences, "The quality of life of youth – changes in growing-up". The workshop will continue with the presentations of labour markets in individual countries emphasising the unemployment of young people.

On the second day of the workshop on Thursday, 24 February, a representative of the European Commission Ms Helene Clark, head of unit, National Employment & Social Inclusion Monitoring and ESF Operations, DG Employment and Social Affairs, will present the possibilities for funding the projects for young people within the European Union. The activities in working groups will be interesting as well since they will focus on individual aspects of young people's unemployment. The participants will exchange various approaches and good practices used in solving this important issue and propose the activities to promote the employment of young people and further co-operation among the countries on this subject.
