2007 Annual Report

Supervision Office

The Supervision Office operates as an internal unit of the ESS and performs supervision activities in line with the regulatory documents in this field.

Supervision covers four professionally integral fields:

  • monitoring of the fulfilment of obligations by unemployed persons,

  • monitoring the fulfilment of obligations under contracts concluded by the ESS with legal and natural persons in connection with implementing employment activities,

  • supervising the conformity of work by individuals or ESS units to legal regulations and internal acts of the ESS,

  • supervising the implementation of activities cofinanced by the European Social Fund.

In 2007 the Supervision Office completed 292 supervisions, of which 190 related to unemployed persons, 23 to contracts, 1 was an extraordinary supervision and 78 related to ESS activities. In the area of monitoring unemployed persons, action was proposed in 38 % of cases, mainly for termination of entry in the record. In the area of supervising ESS activities, 31 recommendations were given and 20 suggestions for eliminating identified irregularities, which related mainly to inadequate computer records and the documenting of costs, as well as to deficient public information about financing through ESS funds.
