Working with the unemployed, employers and securing employment

The ESS as an intermediary provider between labour market supply and demand

The basic activity of the ESS is intermediary services in providing employment, which includes the provision of information, employment advice and referrals to vacancies. In 2007 through the assistance of the ESS, a total of 49,117 unemployed persons found employment.

Services for employers:

For the purpose of providing information to unemployed persons and employers, the ESS organised 16 employment and career fairs as a possibility for direct connections between job seekers, employers, those enrolled in education and other important players on the labour market.

With the aim of covering current requirements for workers through appropriate personnel from the record of unemployed persons, better provision of information on the state of supply on the labour market and ensuring partner cooperation in joint efforts to employ unemployed persons, in 2007 we carried out 2,370 visits to employers.

Employer demand for workers continued to grow in 2007, so the supply of domestic labour no longer satisfied all the requirements and demands of employers. Employers posted a total of 242,927 vacant jobs, which is an increase of 6.6 % over 2006. Compared to 2006, the proportion of vacancies for fixed-term employment grew by 1.3 percentage points to 76.6 %. Most job vacancies (60.6 %) were posted by employers in the service sector, and the number of vacancies grew most in construction, in real estate business, rental and business services and in retail trade.

 

Services for unemployed people:

Advice for unemployed persons: employment advisers and vocational advisers provided advice to 772,101 unemployed persons. On average we made the first employment plans for newly registered unemployed persons within 24 days of registration. Specialist advice, which includes vocational, rehabilitation and health/employment advice was provided to 19,854 unemployed persons.

Referring unemployed persons to job vacancies: in 2007 we made 274,865 referrals of unemployed persons to employers, and 49,117 unemployed persons found employment. With the aim of providing fast and friendly information on job vacancies, in 2007 a total of 51,210 e-mails were sent to unemployed persons.

Since 2007 job seekers have been provided with the service of subscribing to information on current vacancies via RSS news bulletins. This service is available on the ESS website www.ess.gov.si in the section Iskanje dela [Job Seek]. RSS news bulletins are a modern means of information, ensuring regular receipt of notices on vacant jobs by selected search criteria (RO dealing with position, occupation advertised and required qualifications).

The use of adapted services is also possible via mobile devices such as handhelds and mobile phones. With these modern services the ESS has enabled easier and faster access to information on job vacancies.

The ESS website (www.ess.gov.si) provides a wealth of information regarding the labour market, occupations and various measures aimed at increasing the employment opportunities of unemployed people as well as various interactive services, targeted at employers, unemployed persons and those who wish to change their career. It is also aimed at young people in education, their parents and others.   

The usability of the ESS website is growing from year to year, which can be seen in the growing number of visitors to all individual sections. In 2007 visitors looked at an average of 73,798 pages a day (9 % more than in 2006), with the most visited page being Iskanje dela [Job Seek], which provides interactive access to information on vacancies, subscription to notification of vacancies (RSS) and entry into the database of job seekers, which employers can access.

 

The ESS fulfilled the requirements of the Access to Information of a Public Character Act consistently and in compliance with all the deadlines set. In 2007 we dealt with 32 written cases, as laid down by the Delivery of Information of a Public Character Act, and established daily direct online communication using a dedicated email address to which interested parties could send questions, suggestions etc.

 

Since Slovenia’s accession to the EU, the ESS has been cooperating in the EURES network. EURES is a network of public employment services within the EU that helps realise the free movement of workers. It is aimed at job seekers and employers, and at others with any interest in international mobility. EURES advisers primarily offer job seekers information and advice on employment opportunities in EU Member States, and offer employers specific assistance in finding candidates for employment from EU Member States. Links with EURES advisers from other Member States is of key importance here. In 2007 the ESS had 5 EURES advisers, while there was a total of more than 700 advisers in all. In 2007 the Slovenian EURES advisers provided 16,452 information and advice sessions aimed at job seekers and employers.
