The two official bodies of ESS administration according to the ESS Statute are the ESS Council (Administrative Board up until the constituting of the ESS Council at the meeting of 10 May 2007) and the director-general.

The ESS Council has 13 members, comprising the following in 2007:

• representatives of employers, representative for the entire national territory: Vili Brandt, Samo Hribar Milič, Tatjana Čerin

• representatives of trade unions, representative for the entire national territory: Tatjana Labernik, Gregor Miklič/Goran Lukič and Vladimir Tkalec

• representatives of the Slovenian Government Franc Pristovšek, Damjana Košir, Domen Bizjak, Tomaž Rozman, Ana Marija Hribar and Stanislav Vencelj

• representative of the ESS workers' council: Andrej Smole

Since being constituted in 2007 the ESS Council has been headed by Franc Pristovšek.

The ESS has an active trade union, headed in 2007 by Matjaž Aleš, and a workers' council, which was headed by Dejan Bračko.
