Employment measures

Active employment policy measures (in continuation AEP) for 2006 contained activities aimed at achieving the objectives of the Lisbon Strategy and optimal implementation of the European Employment Strategy. The European employment strategy is based on three objectives:

  • full employment

  • higher quality and productivity at work,

  • social cohesion and integration.

In 2006, ESS provided 1,279,407 various information and counselling services to the unemployed and other customers, out of which 26,095 were provided within active measures, co-finaced by European Social Fund.

Activities of the AEP were combined in five measures:

1. measure: Vocational orientation and help with employment

Within this measure, activities were carried out, which help particularly with provision of information and counselling in the development of occupational career and activities, which help with searching for employment, activate and motivate persons for the search of employment, enable acquisition or improvement of skills, as well as concrete testing of qualifications for a certain type of work.

2. measure: Training and education

Activities encouraging the increase in qualifications or educational level and increase in opportunities on the labour market were carried out. Formal education, courses, lectures, seminars and other training programmes for acquisition of additional or improvement of acquired skills and competencies were carried out.

3. measure: Incentives for employment

Activities were carried out, which represent co-financing of employment for promotion of employment of persons who are more difficult to employ, encouragement of self-employment and preservation of employment.

4. measure: Direct creation of new jobs

Integration in these activities represents help in employment of groups of unemployed persons, who find work the hardest, namely in the form of subsidies for employment at non-profit employers, especially in activities implemented in the public interest, which can signify the expansion of the network of social services or development of new services.

5. measure: Experimental programmes

With the help of pilot projects, we searched for new solutions for integration of target groups on the labour market. We carried out an experimental programme called Consultation Service as a new form of help in searching employment and the first phase of the promotional campaign for activity Fight against age discrimination on the labour market in Slovenia – promotion of employing older persons.
