Work with the unemployed, employers and work placements

The basic activity of the ESS is placement, which includes providing of information, vocational counselling and referring or placement to available job vacancies. In 2006, 57,423 unemployed persons got employed with the help of the ESS.

Services for the unemployed:

  • providing information for the unemployed and employers regarding the circumstances on the labour market, novelties in the area of education and vocations, rights arising from insurance against unemployment, active employment policy measures, rights, obligations arising from the unemployed person status. In addition to individual providing of information, 71,200 persons participated in group forms of counselling, and we have implemented 2,459 visits at employers.

  • placement of unemployed persons to available job vacancies: we have implemented 161,000 placements, 57,423 unemployed persons got employed.

  • counselling for the unemployed: we implemented 17,041 specialist counsels in the area of vocational guidance, 1,083 counsels in co-operation with the medical service, 1,112 persons were included in the vocational rehabilitation, employment counsellors carried out 63,298 first counselling interviews and 534,259 employment interviews with their clients.

In 2006, 1,075,764 different forms of providing information and counselling for the unemployed were carried out.

In 2006, the implementation of the Doctrine of work with the unemployed and employers took place at several levels: familiarization of regional offices with the renewed doctrine, training of employment counsellors for the implementation of group preparation of individual employment plan, training of reference administrators for first profiling of clients, adjustment of applicative support, etc. Through New Forms of ESS Service Delivery Project, implementation of the doctrine was carried out along with the development of new services, which are widely available to our clients. For the purpose of better and faster provision of information for the unemployed regarding available vacancies, the employment service and project group developed methods of informing, which are supported by information communication technologies: provision of information via SMS and E-mail, sent from the ZPnet application and inquiry regarding available job vacancie via web browser on mobile telephones or palm pilots. E-CV on the ESS website is a service, which can be used for one’s own presentation and writing of a CV by the unemployed or other job seekers. Greater accessibility of information on vacancies was also enabled by the web service, through which media and private employment agencies acquire information for publication or reference of job seekers. The project was co-financed by the European Commission from the resources intended for modernization of public employment services.

ESS websites at http://www.ess.gov.si, with a plethora of information on the labour market, occupations, various measures for the increase in employment opportunities and different interactive services are intended for both unemployed persons as well as those who wish to change their occupational path and the youth in schools, employers and others. Usefulness of the ESS websites grows from year to year, which is also evident by the increase in visits of all individual sections. It is also encouraging that as much as 86 % of the persons interviewed have already heard of the ESS websites, 56 % have already searched for certain information and 47 % of them also used ESS website as a job-search channel.

 

ESS has realized the obligation arising from the Act on the Access to Information of Public Character consistently and in accordance with all deadlines. In 2006, 13 written cases were treated, as is determined by the Decree on the delivery of information of public character. In addition, we provided daily and direct communication through special electronic web address, to which all those interested can send questions, initiatives, etc.

 

The ESS works within the EURES network since Slovenia joined the EU. It is a network of public employment services in the EU, with the help of which a free movement of workers is being implemented. It is intended for job seekers and employers, as well as others interested in issues related to international mobility. EURES advisors provide job seekers especially with information and counselling regarding employment possibilities in the EU states, and offer concrete help to employers seeking candidates for employment from the EU member countries. Connection with the EURES advisors from other member countries is of key importance. In 2006, the ESS had 5 EURES advisors. In 2006, Slovenian EURES advisors carried out 19,084 provisions of information and counsels (there were 13,691 in 2005), 9,570 for job seekers, 4,405 for employers and 5,109 for other clients. In comparison with 2005, the number of provisions of information and counsels increased significantly. Activities related to the European Year of Workers’ Mobility contributed to this as well. As to substance, general information regarding international mobility prevailed, especially regarding the possibilities of work and life in individual EU countries, regarding the possibilities of employment of workers from other member states in Slovenia, and concrete information on placement of workers. 804 Slovenian job seekers were referred to job vacancies in other EU members. 722 job seekers from other EU members were referred to job vacancies Slovenia.

In 2006, employers reported 227,934 vacancies for workers and trainees in total. In comparison with 2005, the demand for workers increased by 12.7 %, and demand for trainees decreased by 4.4 %. Despite legal novelties introduced during the year regarding the notification of vacancies for temporary employment, the share of vacant posts for a fixed period of time was still high, as was the case in the previous years. In comparison to 2005, it increased by 0.2 percentage point, to 75.3 %. The highest number of vacancies (60.1 %) was reported by employers in the service sector, where the activity with the greatest increase of needs for workers is classified as well. It is the activity of real estate, renting and business services, in which 38,991 or 24.0 % more vacancies was reported in 2006 in comparison with 2005. In 2006, demand for workers with post-secondary and higher education continued to be higher than the number of unemployed persons, but differences increased between the possibilities of employing job seekers according to the finished studies and acquired work experience. Greater lack of workers was present among workers with vocational education, whereas demand for unqualified workers and workers with finished high school education was inadequate as to the number of unemployed persons.
