The ESS is a separate legal entity with public institute status, which functions uniformly for the territory of the Republic of Slovenia. It is founded on the basis of Article 61 of the Act. In 2006, the EES seat was in Ljubljana, Rožna dolina, cesta IX / 6, (until March 12, 2006, its seat was at Glinška ulica 12).

The EES works organizationally or functionally at three levels, at the EES seat, where Management and the Head Office are situated, and at regional and local offices throughout Slovenia.

Local offices (in continuation LOs), through direct contact, enable clients their rights in the area of placement and work, employment counselling, implementation of rights arising from insurance against unemployment, implementation of employment measures, vocational guidance for young people and adults and deal with scholarships.

The ESS regional offices (in continuation ROs) perform professional and operational tasks from the ESS activity in their own areas, they monitor and study employment and unemployment trends, counsel, and provide professional and operational help to LOs within ROs, co-operate with employers, operators of the ESS activities and regional or local entities in the labour market.

The Head Office (in continuation HO) enables uniform methodology for professional and operational implementation of procedures in its area of activity. It provides all ESS organizational units with information, as well as analytical, legal, personnel, financial, accounting and development-organizational support.

The ESS management enables organization, management and professional approach to the implementation of the Act and other laws and regulations, the provisions of which refer to the ESS activity.

In 2006, the function of the acting director-general was held by Anka RODE, her deputies were Tanja DROBNIČ (until January 10, 2006) and Tanja Pintar Korent from January 11, 2006 on.

The assistants of the acting director-general were: Cvetka SREŠ, Metka BARBO ŠKERBINC, Irena JUVAN and Franc BELČIČ.
