Employment measures

The programme of measures of the active employment policy (AEP) for 2005 included activities aimed at achieving the objectives of the Lisbon strategy and optimal implementation of the European employment strategy. The European employment strategy is based on three objectives:

  • full employment,

  • quality and productivity at work

  • social cohesion and an inclusion.

From January to December 2005, AEP measures undertaken by the ESS involved 182,765 people, representing 109.4% of the planned number. Of this total, 18,899 people participated in measures co-financed from the European Social Fund (ESF).

AEP programme activities were combined in seven measures:

1. Information and vocational counselling
The objective of the measure is to help individuals find employment and to provide information on vocational options. The measure covers measures that primarily through information and counselling help career path development.

2. Counselling and assistance in employment
The objective of the measure is to improve the labour-market employment options of unemployed people. The measure involves activities that help in finding employment, that activate and motivate people to find employment, that enable the acquisition or upgrading of job-seeking skills and that provide concrete testing of qualifications for certain types of work.

3. Training and education
The objective of the measure is to improve training and education and to increase employability. The measure covers activities in the area of formal education, courses, lectures, seminars and other forms of training to acquire additional or improve existing knowledge and skills.

4. Employment incentives
The objective of the measure is to promote employment and preserve jobs. Activities are undertaken using subsidies.

5. Integration of the disabled
The objective of the measure is the maintenance and development of the work skills of people with disabilities, increase their work and social inclusion and encourage the development of new jobs.

6. Direct creation of new jobs
The objective of the measure is to help with the employment of hard-to-employ people. The measure is intended to maintain and develop the work skills of the unemployed, increase work and social inclusion and encourage the development of new jobs.

7. Promoting self-employment
The measure is intended to promote enterprise and create new jobs in small companies.
