The management bodies of the Service under the statute are the Administrative Board and the general director.

The Administrative Board (AB) has thirteen members; in 2005 they were:

• Employer representatives, national representatives: Vili Brandt, Samo Hribar Milič, Tatjana Čerin, Alojz Vilčnik

• Trade union representatives, national representatives: Bruno Čendak, Tatjana Labernik, Majda Medved, Gregor Miklič

• Representatives of the Government of the Republic of Slovenia: Maja Križan, Marjetka Mahne, Aljuš Pertinač (up to and including the 2nd session of the AB), Staša Baloh Plahutnik (up to and including the 2nd session of the AB), Marjeta Cotman (since the third session of the AB), Franc Pristovšek (since the third session of the AB)

• Representative of the Council of Workers of the Service: Danica Dolničar

The AB was chaired by Staša Baloh Plahutnik for its first two sessions; since then, it has been chaired by Marjeta Cotman.

Also active in the ESS are the ESS trade union, with Danica Dolničar president, and the Council of Workers, headed in 2005 by Dejan Bračko.
