ESS funding
Funding for activities within the
ESS’s sphere of responsibility is determined by Article 60 of the Act. Funding
for unemployment insurance (unemployment benefits and unemployment assistance)
is partly accrued through contributions (by workers from their wages and by
employers from the wages they pay) and collected in the national budget, and
partly through other budget sources.
With the help of employment
contributions, which in 2004 for workers amounted to 0.14% of their gross wages
and for employers 0.06% of the same basis, SIT 4,760,825,000 was accrued in the
budget (data supplied by the Public Payments Administration). These funds
amounted to only 18.9% of the funds needed to finance rights stemming from
unemployment insurance. The remainder of the funds for this purpose, and for the
areas of the labour market, employment and vocational training and ESS
operations, was provided from other budget sources.
Funding for ESS programmes,
professional tasks and operations in 2004 was determined on the basis of a
contractual relationship with the Ministry of Labour, Family and Social Affairs.
In order to ensure the provision of
social security rights, scholarships and other programmes laid down by the Act,
SIT 62,681,941,000 were set aside by the national budget for 2004, and SIT
5,956,952,000 for ESS operations.

The Employment Service of Slovenia guarantees the users of its services a professional assistance in entering the labour market and thus it contributes to increased employability, decreased unemployment and better social security.
In order to achieve this, the ESS took the decision in 2002 to introduce a quality management system for business processes and in accordance with the requirements of the ISO 9001:2000 standard. The process approach places users at the forefront, focusing on their needs, requirements and expectations. The ESS acquired the ISO quality certificate at the end of 2004, for the key ‘Increasing Employment and Employability in the Maribor and Koper Regional Offices’ process, and for processes that ensure support to the implementation of services within this key process at the central office.
Basic Objectives of the Employment Service of Slovenia
• To shorten the registration period of unemployed people at the ESS, using an efficient approach
• To achieve comparability with the EU employment services with the quality development of services
• To proactively co-operate with the ESS’ partners in order to achieve the key targets of labour market development
• To release funds for the word with difficult-to-employ people with the development of contemporary forms of work
• To guarantee the ESS’ users their material rights timely and adequately
